Short answer: the RTX 3090 is usually the value-first 24GB CUDA path when a used card passes inspection; the RTX 4090 is the performance-first 24GB path when the same workload already fits. Both expose 24GB, so moving from a 3090 to a 4090 can improve throughput but cannot make a workload that needs more than 24GB fit. If capacity is the problem, compare a 32GB RTX 5090 or a 48GB-class GPU instead.
Choose by constraint
- Lowest-cost 24GB CUDA entry: inspect a used RTX 3090 and price the complete system.
- Faster 24GB desktop path: choose RTX 4090 only after a matching workload measurement proves the speed is worth the premium.
- Workload exceeds 24GB: do not pay for speed expecting more capacity; move to 32GB, 48GB, supported multi-GPU, shared memory or offload.
RTX 3090 vs RTX 4090 at a glance
| Decision | RTX 3090 | RTX 4090 |
|---|---|---|
| Nominal dedicated memory | 24GB GDDR6X | 24GB GDDR6X |
| Architecture | Ampere | Ada Lovelace |
| Founders Edition graphics-card power | 350W | 450W |
| Buying role | Used-market value path | Newer-generation throughput path |
| Capacity upgrade over the other | None | None |
| Main purchasing risk | Used condition, cooling, warranty and seller evidence | Paying a large premium without a controlled workload measurement |
NVIDIA lists the GeForce RTX 3090 with 24GB GDDR6X and 350W graphics-card power, and the GeForce RTX 4090 with 24GB GDDR6X; NVIDIA’s launch material states 450W power consumption. Equal memory capacity does not mean equal speed, efficiency, software behavior or total system cost. It does mean that neither card has a larger nominal model-and-cache pool than the other.
Official 24GB example: Meta targets the 16.8GB Muse Glimmer 30B Q4 build at 24GB, with separate 1.4GB vision and 1.6GB drafter companions. See the complete memory and context boundaries.
What fits in 24GB?
| Complete artifact | Displayed files | Nominal 24GB margin | Interpretation before runtime overhead |
|---|---|---|---|
| Qwen3.5-27B community Q4_K_M plus F16 projector | 17.668GB | 6.332GB | Practical file-size starting point; validate cache and runtime |
| Qwen3.5-27B community Q8_0 plus F16 projector | 29.523GB | Does not fit | A faster 24GB GPU does not change the capacity failure |
| Qwen3.5-35B-A3B community Q4_K_M plus F16 projector | 22.915GB | 1.085GB | Unsafe runtime boundary; file fit is not deployment fit |
| Qwen3.5-35B-A3B official GPTQ-Int4 | 24.420GB | Does not fit | Already exceeds a nominal 24GB pool by files |
These boundaries show why “24GB” is a tier, not a promise. CUDA context, display use, runtime workspaces, allocator behavior, KV cache, image processing, prompt length, output length, batch size and concurrency all consume the remaining memory. Treat a one-gigabyte file margin as a warning, not a recommendation.
When the RTX 3090 is the better 24GB choice
- Your exact model, format, context and concurrency already fit with measured headroom.
- Acquisition cost matters more than maximum throughput.
- Your case, power supply and cooling can support the exact board.
- The seller can establish identity, condition, stability and return terms.
A lower asking price is not automatically a lower total cost. Include a suitable PSU, case clearance, airflow, possible thermal service, downtime risk and warranty value. Follow the used-GPU inspection checklist before treating a used listing as comparable to a warranted card.
When the RTX 4090 is the better 24GB choice
- The workload fits 24GB comfortably and time-to-first-token or decode throughput is the real constraint.
- You have a controlled measurement using the same model revision, quantization, runtime, context and concurrency.
- The improvement is worth the delivered system price, power, cooling and opportunity cost.
- You do not need additional memory capacity.
Do not substitute gaming charts, generic AI TOPS or unlike benchmark settings for the workload you intend to run. The benchmark database preserves source-specific definitions; its current fixed snapshot contains 43 metric observations from seven sources and does not establish a universal 3090-versus-4090 winner.
When neither 24GB card is the answer
- You need more than 24GB on one device: compare the 24GB, 32GB and 48GB capacity paths.
- You are targeting Qwen3.5 27B Q8: 32GB leaves only a 2.477GB file margin, so 48GB may be the more practical one-device tier.
- You are targeting 70B: selected 4-bit configurations can require 48GB or more once the complete workload is counted.
- You are considering two cards: read the multi-GPU VRAM guide; two 24GB devices do not automatically become one 48GB pool.
A purchase test you can reproduce
- Name the exact model artifact and revision, including projector or adapter files.
- Fix quantization, runtime and version, context capacity, prompt/output profile, batch and concurrency.
- Measure exposed memory and peak device memory; separate host or offloaded memory.
- Run warm-ups and repeated measurements with a stated timing boundary.
- Compare the delivered system cost, not only the GPU asking price.
- If evidence is missing, use the benchmark builder rather than inventing a speed winner.
