Short answer: Intel Arc Pro B60 and GeForce RTX 4090 both provide 24GB of dedicated memory, so the same model artifact has the same nominal file-only margin. RTX 4090 is the safer default when the application requires CUDA or its NVIDIA path is materially more mature. B60 is a current workstation alternative when its Intel oneAPI/OpenVINO/SYCL or Vulkan path is verified and the 120–200W partner-board range, professional drivers or deployment features matter.
Capacity tie, platform decision: do not infer local-AI speed from bandwidth, core counts, clocks or vendor peak TOPS. Verify software first, then measure the complete workload and system.
Arc Pro B60 vs RTX 4090 specifications
| Official specification | Intel Arc Pro B60 | GeForce RTX 4090 | Decision meaning |
|---|---|---|---|
| Architecture | Intel Xe2 | NVIDIA Ada Lovelace | Different software ecosystems and kernels |
| Memory | 24GB GDDR6, 192-bit | 24GB GDDR6X, 384-bit | Same nominal capacity; implementation differs |
| Published bandwidth | 456GB/s | 1,008GB/s | Peak bandwidth is not a local-AI benchmark |
| Processing resources | 20 Xe-cores, 160 XMX engines | 16,384 CUDA cores, 4th-gen Tensor cores | Architecture-specific counts cannot be normalized |
| Published peak AI figure | 197 INT8 dense TOPS | 1,321 AI TOPS | Definitions differ; no application-speed ratio follows |
| Clock | 2400MHz graphics clock | 2.52GHz boost, 2.23GHz base | Cross-architecture clocks do not predict throughput |
| Board power | 120–200W listed range | 450W Founders Edition | Measure complete-system wall energy |
| PCIe | 5.0 x8 | Gen 4 | Record negotiated link and host offload |
| Physical/power design | Connector, size, cooling and warranty vary by partner | 304×137mm, 3-slot FE; three 8-pin adapter or ≥450W Gen 5 cable | Verify the exact board, compliant PSU, clearance and airflow |
| Software path | oneAPI, OpenVINO, IPEX, SYCL, Vulkan, OpenCL | CUDA capability 8.9 and NVIDIA drivers | Application support is the first gate |
The shared 24GB model-file boundary
Official Qwen2.5-32B-Instruct-GGUF display sizes produce identical file-only arithmetic on either card. Margins exclude KV cache, runtime workspace, temporary buffers, display use, context, modality, concurrency and allocator behavior.
| Official artifact | Displayed size | 24GB file-only margin | Planning result on either card |
|---|---|---|---|
| Q2_K | 12.3GB | 11.7GB | Capacity fits; validate quality and full allocation |
| Q3_K_M | 15.9GB | 8.1GB | Useful starting point; calculate cache and workspace |
| Q4_K_M | 19.9GB | 4.1GB | Capacity-sensitive; calculate the complete run |
| Q5_K_M | 23.3GB | 0.7GB | Not a safe fully resident target |
| Q6_K | 26.9GB | Does not fit wholly | Requires offload, another placement or more memory |
| Q8_0 | 34.8GB | Does not fit wholly | Choose another artifact or capacity tier |
Choose Arc Pro B60 when
- The exact application path is verified on the selected Intel driver and backend.
- Workstation drivers, ISV certification or professional deployment features matter.
- The 120–200W board range materially improves the system plan.
- Measured results meet the workload target at a better complete deployed cost.
Choose RTX 4090 when
- The application, extension or operator requires CUDA.
- Your runtime has a materially more mature NVIDIA path.
- Measured performance justifies 450W reference power and the supporting system.
- The exact board, compliant PSU, connectors, cooling and chassis are resolved.
Power and complete-system cost
NVIDIA specifies 850W required system power for its RTX 4090 Founders Edition reference configuration and notes that requirements vary. Intel lists a 120–200W range for B60 partner designs. Do not convert those numbers into energy-cost or performance-per-watt claims without measuring matched complete systems. Include PSU, cables, chassis, cooling and host upgrades in delivered cost.
How to compare them fairly
- Use the same model revision, quantization, context, cache, prompt/output profile, batch and concurrency.
- Pin OS, driver, runtime, application commit, backend and flags; validate output correctness.
- Record exact board, power limit, clocks, temperatures, cooling, display use and PCIe link.
- Record host RAM/swap, peak device and host memory, fallback/offload and load success.
- Measure TTFT, prompt processing, generation, failures and wall energy. Do not normalize results when placement differs.
Load the existing B60 and RTX 4090 starters separately, then preserve matched conditions.
